At Blastek Engineering Group, we provide Environmental Site Assessments (ESA) in accordance with CSA Z768-01 standards (CSA) and Ontario Regulation 153/04 (O. Reg 153). CSA standard Phase 1 ESA reports are typically for obtaining mortgages, whether for financing, refinancing, or as part of due diligence for real estate transactions prior to purchase. Additionally, Phase One Environmental Site Assessment reports based on O. Reg 153 are conducted in accordance with the Ontario Ministry of the Environment, Conservation and Parks requirements. These reports are typically required for filing a Record of Site Condition (RSC), Rezoning, Building Permits, and other formal applications usually submitted to various governmental agencies.
The purpose of the Phase 1 Environmental Site Assessment (Phase 1 ESA) is to identify potential site contamination through a process of current and historical information collection, visual site observations for the presence of accessible evidence of contaminants, and a review of neighboring properties’ activities. During the Phase 1 ESA, no laboratory testing, sample gathering, intrusive investigations, or physical analysis is required. However, the Phase 1 ESA study should conclude with whether further testing or no further testing is necessary to determine the level of suspect contaminants.
Phase 2 Environmental Site Assessments are typically conducted after Phase 1 ESA and are based on the concluding recommendations to reduce the level of uncertainty and to confirm whether actual contamination above the allowable levels for the use of the land is present in the site soil and groundwater. Site contamination can significantly impact a community’s health, economy, and can have major legal and planning implications for landowners.
